Congresswoman Bynum Fights Against Republicans’ “Trash Budget,” Votes No

“I voted no the first time, I voted no today, and I’d vote no a million more times.”

Washington, DC – Today, Congresswoman Janelle Bynum (OR-05) voted against H.R. 1, the “One Big Beautiful Bill Act.” The bill, put forth by House Republicans, strips nearly 14 million Americans of healthcare and puts millions of people at risk of losing access to their Supplemental Nutrition Assistance Program (SNAP) benefits. It jeopardizes access to Medicaid, a program relied on by over 187,000 in Oregon’s Fifth, including 71,000 kids, and will threaten 85,000 people’s ability to put food on the table.  

During the Rules Committee’s consideration of the bill before the vote, Rep. Bynum introduced six amendments in an effort to make the “trash bill” less harmful to Oregonians, protect rural hospitals, lower healthcare costs, and put a stop to masked ICE raids. 

“After weeks of constant arguing, hearings in the middle-of-the-night, and downright gaslighting, Republicans have finally done what they set out to do: cut healthcare for millions of Americans to line the pockets of billionaires,” said Rep. Bynum. “How anyone who claims to have their constituents’ best interests in mind can vote for this trash is beyond me – this bill will hurt Oregonians and threaten the well-being of Americans across the country. I attempted to amend the bill to reduce the harm, but Republicans rejected my attempts out of hand. I voted no the first time, I voted no today, and I’d vote no a million more times.”

The amendments introduced by Rep. Bynum, which were all voted down by Republicans, are as follows: 

  1. Amendment #365 – Maintains rural access to health care by ensuring rural hospitals aren’t closed as a result of the bill’s funding cuts.
  2. Amendment #367 – Prevents unnecessary burdens on people who rely on Medicaid by removing the requirement that people recertify for Medicaid every six months.
  3. Amendment #386 – Protects immigrant communities by restricting the additional ICE funding from being used for immigration raids at protected locations, including at grocery stores, places of worship, schools, healthcare facilities, and public demonstrations. 
  4. Amendment #433 – The Protecting Families from Inflation Act. This amendment works to lower costs by requiring the Board of Governors of the Federal Reserve System to examine the impact tariffs have on the cost of goods and services.
  5. Amendment #434 – Protects digital consumers by ensuring that funds transferred to the Consumer Financial Protection Bureau can be used for the purpose of issuing interpretive guidance clarifying how the Electronic Fund Transfer Act and related consumer payment protections apply to new and emerging digital payment mechanisms, including those used in video gaming platforms.
  6. Amendment #435 – Protects consumers by ensuring that cuts to the Consumer Financial Protection Bureau cannot take effect unless the Treasury Department certifies within 30 days that fees and other financing costs will be reduced for every consumer financial product.

Rep. Bynum also co-sponsored amendments to protect Planned Parenthood from sweeping cuts and to protect seniors on SNAP.

Background: 

According to a nonpartisan analysis released by the Congressional Budget Office (CBO), the Republicans’ budget would cause nearly 14 million Americans to lose their healthcare and cut $300 billion from food assistance programs like SNAP. A second analysis released by the CBO showed the budget would cut household incomes for the bottom 10% of the income distribution by 4%, while increasing household incomes for the top 10%. A third analysisreleased by the CBO estimated that the bill would increase the deficit by nearly $3.3 trillion from 2025 to 2034.
